International adoptions occur when a U.S. citizen adopts a child born in a foreign country, or a resident of another country adopts a child born in the United States.  This is also termed as an intercountry adoption.  In the case of an international adoption, the adoptive parents must comply with the laws of the child’s original country, United States laws, as well as Illinois law.  Before a child is selected for adoption in another country, they must typically go through a pre-approval process with the United States Citizenship and Immigration Services.
