When biological parents decide that they want to place their child up for adoption they may decide to place the child with an adoption agency. In this instance, the biological parents surrender their parental rights to the licensed child welfare agency, which in turn places the child with a perspective adoptive parent. The agency will license the perspective parents as pre-adoptive foster parents. Adoption agencies also provide counseling services for biological and adoptive parents.
